Law and Justice Sector Secretariat
- The LJSS Office is the former Royal Papua Yacht Club in downtown Port Moresby. It is located on the Stanley Esplanade. The contact details are: Phone-675-3552/321 5280.
The PNG Law and Justice Sector Secretariat (LJSS) was established by the National Coordinating Mechanism (NCM) to assist the formal agencies. Among some of its major responsibilities include;
- To guide the sector and the agencies to have the SSF and its strategies integrated in the work plans and budgets of the agencies so as to create a comprehensive focused reform agenda;
- To monitor the performance of the sector;
- To coordinate and manage the work of the Activity Management Team and other cross sector action groups responsible for particular sector strategies; and
- Manage the Central Imprest account mechanism for donor funding in accordance with the AusAid approved manual and GoPNG financial instructions.
There are four Key Result Areas (KRA), performed by the LJSS.

LJSS Management team include:
Joe R. Kanekane- Director
Joe Roger Kanekane holds an Honours Degree from the University of Papua New Guinea and a Post Graduate Diploma from the University of Wales. He is currently the President of the Papua New Guinea Media Council, Chair of the ICRAF board, a member of the National Scouts Association Board and is also on the Censorship board. He is also a board member of the DGTP board and Co-Chair of the Community Colaition Against Corruption.He is also an accomplished PNG Writer and has published three books. He comes from Kowengil Village in the Ialibu District of the Southern Highlands Province.Joe can be contacted on: joe.kanekane@lawandjustice.gov.pg
- Sam Geno- Finance and Administration Manager
Sam joined the LJSS after 5 years with Carno Acil. He was formerly Director of the Civil Aviation Authority and has spent sometime with the Weather Bureau. Sam comes from the Central Province and holds a Bachelors Degree in Science from the University of Papua New Guinea.
- Robert Tukondo- Chief Internal Auditor
Robert joined the LJSS as its Chief Internal Auditor in March 2010. He was formerly the Internal Auditor with the National Judicial Staff Services. He holds a Bachelor's Degree in Accounting from the University of Technology. He has worked with the Internal Revenue Commission and the Department of Finance. He is also a member of the PNG Internal Auditors Association as well as a member of the Certified Practising Accountants.
- Stanley Raka- Manager- Monitoring and Evaluation
Stanley has been in the law and justice sector working at various capacities since 2006. I joined the Ombudsman Commission in July 2006 as a research officer with the Officer of the Counsel to the Commission, having previously worked as research consultant with the European Union Sexual Health Project, conducting field research on Peer Education Needs Assessment on HIV/AIDS in Western, Oro and Sandaun Provinces in 2004/2005. In October 2007, I left the service of the commission and joined the Justice Advisory Group (JAG)as the Performance Monitoring & Evaluation Officer, responsible for the management and coordination of the Community Crime Surveys and the Law and Justice Sector Annual Performance Reports.
- Zachery Sitban- Acting Manager Community Engagement Unit
Zachery was until recently the senior Office Manager for the former Community Justice Liaison Unit. He is an experienced HR manager, having served with key organisations such as the Nashfund, Police Department and the Office of the Public Prosecutor.Zachery has attended many management courses, including overseas attachments. He is from Wosera, in the East Sepik Province.
- Helen T Rei- Partnership Coordinator
Helen is a journalist by background and has worked in Media and Public Affairs for over 15 years. She is responsible for the Sector's Partners who help implement the sector's awareness raising strategy. Her exposure includes Word Publishing company, National Department of Health, Ok Tedi Mining and the CIMC. She comes from the Oro Province and is a graduate of the Divine Word University.
