Strategic Plan
The Ombudsman Commission's Strategic Plan is a broad statement of the organisation's vision, mission, corporate objectives and strategies for a five-year period. It is a very vital management tool to facilitate successful execution of the mandatory roles and responsibilities of the Commission.
The Ombudsman Commission is currently following its 2000 to 2004 Strategic Plan. The vision is to promote good governance and good leadership.
External threats such as the sector approach, the Public Sector Reform and the Annual Project Plan are such that the programs in the Strategic Plan have to be reviewed and revised after every four years in anticipation of the next five years. The Commission is now formulating its 2005 to 2010 Strategic Plan.
Annual Management Plan
The Commission's Annual Management Plan (referred to as the Ombudsplan) complements its budget submission. This is a requirement under the program budgeting process. The plan translates the objectives or programs in the Strategic Plan into activities to be carried out at the project level.
These activities are monitored quartely during the Commission's quarterly performance reviews. The reviews enable the Commission to analyse how much it needs to accomplish in the reporting period. The quarterly reviews contribute significantly towards the drawing up of the Commission's estimates for inclusion in the Annual Management Plan and budget submission. A cost analysis of completed activities is carried out simultaneously.
The Annual Management Plan specifies the projects and activities and identifies the key result areas (KRAs). For every KRA identified, there is a cost associated with it. These includes manpower, labour and financial resources. The activities and projects are prioritised in accordance with the Commission's core constitutional functions and responsibilities. The Commission is required to submit an Annual Management Plan and its budget proposal to the Treasury Department inorder to obtain its recurrent budget from the National Government.
